The Township of Wellesley is an agriculturally based municipality with a mix of rural and small urban communities and approximately 11,500 residents within the Region of Waterloo. The Township is committed to providing a diverse and inclusive environment for both residents and employees. 

Reporting to the Director of Public Works, the Supervisor is responsible for planning, organizing and overseeing the delivery of year-round maintenance programs for the Township’s Road network and associated infrastructure. Areas of responsibility include winter control activities and the continual maintenance and rehabilitation of roads, bridges, boulevards, sidewalks, trees, underground storm water infrastructure, ditches, and signs.

 Responsibilities include, but are not limited to:

  • Provide leadership and accountability for maintenance program outcomes through effective planning, quality assurance, and health and safety oversight.
  • Monitor, evaluate, and recommend innovative work methods to enhance maintenance program efficiency.
  • Collaborate with other departments to ensure seamless service delivery for residents.
  • Liaise and collaborate with counterparts in neighbouring and upper tier municipalities to ensure a level of consistent service delivery and optimize opportunities such as joint training for staff.
  • Ensure compliance with all applicable legislation, including the Provincial Minimum Maintenance Standards (O.Reg. 239/02), Occupational Health and Safety Act, Book 7, WHMIS, etc.
  • Ensure compliance with all corporate policies and procedures.
  • Deliver technical guidance and support to administrative staff, unionized Lead Hand and Operators.
  • Work with the Director to set annual departmental goals, assist with capital and operating budget development and monitoring, and assist with the development of policies and standard operating procedures to align with departmental goals.
  • Provide leadership to staff, set expectations and objectives, evaluate performance and foster professional growth through coaching, training and development opportunities.
  • Provide project management oversight for capital projects related to right-of-way maintenance or rehabilitation.
  • Other Duties as assigned.

Qualifications:

  • Three (3) year college diploma in Civil Engineering Technology or equivalent education and experience; with eligibility to obtain a CET designation.
  • Minimum five (5) years’ experience in a Public Works environment.
  • Minimum three (3) years’ experience in a previous supervisory or management role.
  • Completion of the Certified Road Supervisor (CRS) designation would be an asset.
  • Comprehensive understanding and experience in municipal infrastructure maintenance, capital planning, and operating budget preparation.
  • Considerable Knowledge of relevant legislation such as Highway Traffic Act, Traffic Control Procedures (Book 7), Occupational Health and Safety Act, etc.
  • Advanced computer skills in MS Office applications and financial and personnel management software.
  • Ability to work effectively with web-based applications such as GPS and work order management systems.
  • Possess excellent communication, organization, and problem-solving skills.
  • Able to manage multiple and changing priorities and demands.
  • Experience in a unionized environment considered an asset.
  • Possess a valid G class license in good standing.

Hours of Work

Monday to Thursday

7:00 am to 3:00 pm and Friday 7:00 am to 12:00 pm.

Some overtime hours will be required.
